DEPARTMENT FOR MUNICIPAL AND SMALL AND MEDIUM ENTERPRISES (SME) DEVELOPMENT
Department for Municipal and SME Development is a department of the Regional Development Agency Backa (RDA Backa) which deals with the matters related to the activities aimed at improving institutional capacity and the work of local self-governments, as well as at supporting the development of strategic documents and plans, analyses and studies. Also, the basis of the operation of this Department is reflected through the support for development of relevant economic sectors specific to the territory of Backa (in the field of agriculture, organic food production, tourism and others).
Programme activities in this Department are related to the implementation of development policies and measures established at national and regional level through the implementation of development projects, under the principle of efficient and effective use of the existing local resources.
Recognizing the importance of the SMEs in the economy of Serbia and the European Union, within this department, the focus is also on improving the competitiveness and innovation of SMEs, as well as youth and social entrepreneurship. The main role of this department is to support the creation of a favourable climate for the development of entrepreneurship in order to increase overall employment, gross domestic product (GDP), productivity and export activities in the territory covered by the RDA Backa.
Department for Municipal and SME Development also provides direct non-financial support for creating an enabling environment for the growth and development of SMEs, including youth and social entrepreneurship, through various mentoring services, consulting and training for future and existing entrepreneurs, business networking services and organized fair presentations, as well as through participation in creating a favourable climate for the establishment of business incubators and industrial zones in the local self-governments, the founders of RDA Backa.
Within the Department, we actively work to encourage and stimulate all forms of employment and self-employment of young people and other layers of society.

DEPARTMENT FOR PROJECT MANAGEMENT
The main role of the Department for Project Management of RDA Backa is the preparation and implementation of development projects financed from the local, regional, national and international funds.
The tasks of the Department are the preparation of project proposals, implementation of projects and reporting in accordance with the donor-set requirements, on schedule, within the approved budget, as well as the development of sectoral analysis and sectoral operational plans that contribute to the socio-economic and sustainable development of Backa region.
Activities of the Department for Project Management are carried out in accordance with the standards of quality, safety, health and environmental protection.
Furthermore, the Department for Project Management deals with the external management; education and providing professional and technical support in the areas of project management tools for local self-governments, associations, businesses, as well as all interested individuals who wish to gain new or improve existing knowledge in this field, from the territory of local self-governments, the founders of RDA Backa. The afore mentioned activities are carried out in order to strengthen the institutional capacities of those responsible for the socio-economic development of Backa region for the implementation of development projects at the local, regional, national and international level.
The long-term objective of the Department for Project Management is the implementation of a large number of projects that will contribute to the socio-economic and sustainable development of Backa region and which are in line with the strategic plans and objectives defined at the local, regional and national levels, as well as the development priorities of the Government of the Republic of Serbia.

DEPARTMENT FOR ADMINISTRATIVE AND FINANCIAL AFFAIRS
This Department deals with the matters related to: financial management and reporting; public procurement, including the implementation of procedures in accordance with the Practical Guide to Contract Procedures for EU External Actions (PRAG); providing support to local self-governments, the founders and members of RDA Backa in capacity building in the field of financial management and reporting and implementation of PRAG procedures within the EU funds; human resources management; preparing general acts related to the organisation and operation of the Office; informing the public and promoting RDA Backa programme activities and its work in general; ensuring supply of equipment, specialised publications and office supplies, and other legal, financial and general affairs.
In addition, this Department is actively involved in preparation and implementation of development projects financed from the local, regional, national and international funds.
In line with the above, the Department for Administrative and Financial Affairs provides direct support to the members of the RDA Backa, Director and other departments of the Agency in performing functions that are within their jurisdiction.
